Yes, this is my first "treatment", as I imagine it does not follow a true Hollywood treatment format. Likewise, it needs some (character/plot) development, etc. Anyone is welcome to help......
However, it is based on my personal experiences here in New Canaan, CT, and I hope you agree it does pose some possibilities, both comical, and socio-economic statements. And I kid you not, the police force here is outfitted even more than in Beverly Hills Cop, but they have a nasty attitude.
